Many plants, get yourself fast growing stems. You can replace them later. The more plants to start the better to get ahead of algae, make yourself a jungle. Your angel will love it.

What can I do to get CO2 with out spending an arm and a leg?

You can build a DIY system. search that forum and read the CO2 sticky. it will give you a lot of info.

Definitely go DIY Co2 if you plan on using all that light. Also, look into dry ferts and read the fert sticky.

Make it simple. Cut the light in half. It is enough to get started with plants as well as providing light to show case the aquarium. Don't make it too complicated by using too much light in the beginning.
