I agree they are both Territorial Labrynith fish! I would personally do a school of serpea tetras (they have nice lil lines of bright white and black) and I LOVE cories so I would have a school of at least 4 pands or maybe 6-8 pygmy's. I would also if you can fit it in to your stock some otos also to help with algae and they are just great lil guys. All these will get along with Raboras in IE. And I REALLY would not do anything with long flowy fins because Mr. Betta will probably attack them. Also I would not suggest any big fish unless maybe a peaceful pair of rams because they might attack MR. Betta and make him unhappy.

I THINK bolivian rams would do ok in that tank if you don't add to many other fish.
 
yes definitly Kaskato is right, i think you should go buy i dont know maybe 3-5 more harliquins then i would get maybe 3 pygmy corys and then i would leave it as that and get rid of the pleco
 
I would say even bigger than that... My friend has one in a 60g and even if he was the only fish in the tank (which of course he isn't) I still think he would not have enough room!! Point is they are way too big for a 20g!!!
