I'm about to set up a 29 gallon using Bio spira.Will 8 tetras be enough to keep the cycle going until I figure out what else I want?

As Icecubez said, it would be better to get your stocking straight then add all or most of the fish and the bio-spira also. If you add only part, the bacteria will have to multiply to consume the addition bio-load, this may cause a mini-cycle.
 
if it's a new tank, theres really no reason (well if you want to) to quarantine the fish since your not protecting it from an established tank
