Stocking ideas

You should be fine. I'm on a well and have really hard water ranging from 450 to 650 ppm (25 to 40 dGH). It's on the upper range of that level except for a couple of months in the spring during the snow melt and run off. I have kept neons for a full normal lifespan of 5 years or so. I know they'll never spawn, but otherwise they stay fully colored, eat well, and behave normally.

no bottom dwellers except the shrimp no otos I can get netrite snails

how many Gertrude dwarf rainbows and beckford pencil fish could I get into the 45?

if I did get Pygmy cories how many of everyone?

10 cories

If you decide to skip the cories, I'd go with 15 to 18 of each of the other two.

I enjoyed them the couple times I had them, they were fun to watch. They're not something I enjoyed enough that I have to have them in my fish room all the time. I'm sure there are folks who consider them a staple that they have to have. It really depends on individual tastes.

Remember pygmy corys are midwarer fish, not bottom dwellers
If you want something for the bottom I would go with C. Habrosus.
 
And..

Aspidoras are more awesome than pygmy corys anyway.
 
Aspis are more like regular corys, but pygmy sized, and super active.
