Cyanobacteria. It often appears in newly set up and maturing tanks as well as those with elevated phosphate and nitrate levels and perhaps low flow areas. If your tank is new then this is a phase that will eventually pass as your tank matures. If your tank has been set up for a while (12+ months) then you may need to address phosphates and nitrates.
