Stuck Cycle?

I would fisrt like to thank you ahead of time for all your help:)

I have been cycling my 29 gal. (us) tank for a month now. During this time I tested my water daily, I saw the amonia spike to 4.0, the nitrite spike to 5.0, and trace amounts of nitrates .50. Let me back up a little, I am performing a fish cycle using new and improved cycle, and just recently started using aquarium salt to help with any stress. Then I noticed my amonia levels started to rise again. Here are my tank specs:

Filtration: cascade 150 filter and a 4" bubble wand.
Substate: Fine gravel with colored marbles.

PH: 7.0
Amonia: .50
Nitrites: 2.0
Nitrates:.50

Fish:

1 Firemouth
1 Paradise fish
1 Blue gourami

I feed them flakes 3 times a day, no more then what they can eat in 1 minute. Now I am going on my 7th week and nothing has changed as far as the nitrites and nitrates and as I said before now my amonia levels are going back up so I performed a 25% water change and the amonia levels are still the same is my cycle stuck?
