They sell a product that has the bacteria the fish need, you pour it on your filters. I have never used it, but you can always give it a shot? I cant remember what its called, but try asking your local fish shoppe!

I use the aquatech 30-60 with my 55g along with a medium sized sponge filter, your plecos and oscar proabably poop a lot though. I have interchanged with penquin brands and has worked fine before. Make sure to install them properly (back to back) they can be a little finicky sometimes.
The cloudy water is from the tank not being cycled as others have said. Do daily water changes and at least get and ammonia and nitrite test kit if you want the fish to live.
