submersible or not

There are still quite a few of the "cheap" heaters out there, especially ones supplie with tank kits that can not be submerged.
 
I've read it says "not submersible" to satisfy some Canadian law requiring a line. But in the US it says it's ok. Powerheads have that too.

There are still lots of those heaters with screw clamps that are not submersible (& not worth having, IME of course)
 
My submersible also has a line but that is the minimum water level (as Bk828 surmises). The water level should not fall below that line or the heater could be damaged. Perhaps that's also the case with yours and you have just misread the instructions.
 
oh well I have read it several times it isays not to submerse it past the line but on the box it clearly says submersible maybe i should call eheim
