Surgery for nearly blind moor?

My black moor has black grown over his eyes. I'm wondering how I would even begin to find a vet to fix it(it appears to be right on the surface of the eyes). Also, I can't spend a lot on it... I was just thinking that if I could get him fixed easily, I should try and get it done. It's obvious that he can't see well.
 
I have a book by Dr. Erik L. Johnson D.V.M. entitled Fancy Goldfish A Complete Guide To Care and Collecting. There is a pretty in depth section on anesthetic and surgery but its not something I would feel comfortable attempting.

I definitely would NOT feel comfortable slicing into my pet. The water parameters are all good.... I have a lot of plants and fairly low bioload so I don't ever have a problem as long as I do regular water changes. He's a very black black moor and it honestly looks like the blackness of him has just crept over to cover the lens... like its right on the surface and could be removed. This is the only reason I ask... cuz it seems more than possible to make him a seeing fishy again! Thanks for the advice and link!
