So, to understand a little about it, it all depends on the Cv of the valve, where Cv is a flow coefficient related to the friction/pressure drop through the valve. So, the lower the Cv, the better the valve, but it all depends on pressure. The Cv changes as you open the valve, therefore, with the same upstream pressure, you can increase the flow.

So, knowing that....with the lowest possible Cv of this valve, meaning, the absolute lowest you can go and still have flow, the Cv is 0.004. At that Cv, with a upstream pressure of 50 psig, the flow through the valve is 0.10 liters/min. Most of us use an upstream pressure of 10 psig, which allows are lowest flowrate to be .04 liters/minute. Continuing, at 100psig, the flowrate is .20 L/min.

So, with an upstream pressure of 60 psig, if you assume a linear relationship, the best flow rate you'll be able to get is .124 liters/min....4 times that which a lower pressure can get you. To note, most people don't use the needle valves all at their smallest opening


So, bottom line, I think with 60 psig you'll have to fiddle around a lot and it might even be a headache, but you might be able to find a setpoint that works for you.
