Would it still be beneficial to slowly start using RO water for water changes, or does it have to be done from the start?

You can begin using RO anytime you like and reap the benefits - it does not have to be used from 'day one'.
I would think that the RO removes clorine. Better talk to Someone who sells ROs. Can also get different grades of filters I think. Guess I didn't use RO water for top ups right away and had lots of algae for a while. Seems to be OK now, but took quite a while.
Chlorine should not be present in RO water. In fact, they recommend using a carbon pre-filter to help remove it so it doesn't damage the membrane of the unit.
I have a RO DI unit that I use for Top offs. I have used it since day one and noticed a great benefit from it use. The biggest benefit was that my chorline algea has exploded in the tank since the introduction of the RO/DI water.
