tail shaking?

So we added a new Oscar to our Oscar tank.. and the new one and one of the older ones were shaking their tail at each other. I was wondering if this is a sign of agression or just a "nice to meet you" thing.

the tails stiffen up and then vibrate up and down for just a second or two. They have not fought any that i can tell, i was just wondering if this might be a precursor. if anything though.. they're cuddling in the same cave.

the other old oscar couldn't care less about the new guy.. weird.
 
Oscars will challenge eachother eventually .Maby push and shove liplocking, maby more. My oscars always got along for a few days then decided they need to set up territorys i guess. I would give them a week or so to get used to eachother and see how it goes. I have had 3 that lived together forever. Then bought a few now and they cant get along. All about there personality

my question is about the tail shaking.
 
Some of my cichlids shake there whole body when forming a pair or if they get mad.
Not sure about the tail shaking. Are they staying close together or chasing each other?
When they shake do there colors change at all?
Ive never bred Oscars or really kept them so this is just a guess.
 
they mostly stay pretty close together, or at least spend a little time together before exploring the tank separately.. and they do not change colors at all.. but they're both albinos (if that matters)..
i would have thought the new oscar is kinda small for pairing.. what size are they old enough to pair up? it's probably only 3 inches long (not including fins)
