Taking Betta on a Plane?

uh we talking about a single betta here. get one of them special breathable fish bags, fill it with 80% water, dump the beta in, seal it(not too tight, pressure on the plane will expand the bag further), put it in styrofoam box, fill the rest of the box with newspapers, put the styrofoam box in another cardboard box, seal everything. Put the box in your carry on. Done

only thing i am not sure about is how much damage(if any) the security scanners will do to live fish.

I would be more concerned with your mother in law try to throw the betta in her pond as koi food. You bringing a special prized betta over can be viewed as a challenge to her personally as if your fish is better than her kois.
