Depending on the fish you get, it might also be fun to add some ghost shrimp... they've been my daughters favorite since we got them months ago, when she was 3-1/2, aside from when she sees a platy fry (let's face it, a baby anything almost instantly becomes her favorite).
Beyond that, I'm not at all against getting a 3 year old a tank, it just depends on the child, my daughter would have been fine with one when she was 1-1/2. She knows not to put anything in it, not to touch it, not to do anything but look unless I'm there helping her. It is her job to feed her fish, and she dumps in the amount of food I give her to dump in.... she also brings me things I forget to grab when its time for a water change, and she tells me where she wants decorations moved to, and all kinds of other things. She's aware that we have to take good care of the fish or they'll get sick or die- which of course she does not want. I'd let yours get as involved as she'd like, but only when you are with her and helping... I much prefer teaching my daughter what should and shouldn't be done than just keeping her away entirely and not teaching her anything.
Of course, she's all but claimed our 36 gallon tank as hers too... bigger tanks are better no matter how young or old you are.
