Sorry, I forgot to answer that question. I clean the filter once a month. I've done small water changes every week, maybe around 10%.

How do you clean the filter media?
Do you use tap water, or conditioned tank water?
That might be your culprit.
Or have you been using any medications or anything like that?

Yes,
I use dechlorinator, and also when I clean my filter, I use the tank water. Isn't that what you are suppose to do?

For what its worth I'd get ssom,e gravel in your tank, I know your doing the right thing with your filter media but maybe the bacteria are having a hard time getting established in there, add osome gravel so you have more surface area for bacteria to grow on.

The bacteria need water flow to bring the ammonia to them, and your turtles produce a LOT of waste. Too small a filter may not be mixing the water enough or creating enough flow to deal with that large amount of ammonia.

why bother cycling that small of a tank? You'll need a new one in a couple months anyways. Those things grow pretty quick, and they get large. I would definatly invest in a bigger filter.
