You're planning on some very serious overstocking. I'd revise a bunch of those fish, especially the balas.
Side by side is ideal for a siphon. I think you always need a pump, side by side or vertical. There needs to be a return sooner or later. Thermodynamics and what not

I don't think you're going to get much in the way of extra stability from the 10, especially since you're going to stock it. A sump is extra water and extra surface area for the fish in the main tank(s). Two heavily stocked tanks side by side aren't adding to each other in terms of surface or water per unit of fish. And the 10 is going to draw heat off of the other.
It might make some sort of sense if you were looking to centralize the filtration, but I don't see enough real benefit to outweigh the work and money involved, not to mention a certain amount of flood risk.
Spend the bucks on some bigger water. Your fish will thank you.
