tank water

Take all the water out?

You might just want to do a healthy 30-50% weekly.
If you can't move the tank, at least block the side with exposure to the window with some background material.

Are you still using easy balance? I'd stay away from it, just use the appropriate de-chlor.

Thats right...I was thinking the easy balance was a de-chlorinater (I think it's aqua safe or something like that from tetra that's the de-chlor) it's been a while since I used those products

personally I would go get some nutrient-sponge type live plants for the tank and then keep a rigorous water change schedule until the plants can outpace the algae.

I would go with 50% water changes weekly, and get a few bunches of hornwort and/or anacharis or similar plants that don't need special lights or ferts, and you should eventually see the GW go away after a while. basically you need something to use the light and nutrients in the tank water as fast or faster than the algae. it isn't an immediate fix, but over a few weeks you should see an improvement.
