tank will not cycle?

sorry to show my complete ignorance but i have an 87 gal tank with a fluval 404 filter and 10 kg of living rock,i have a coral sand bed (approx 50 mm),5 hermit crabs and 2 lge turbo snails. everything seems to be growing and thriving but even with regular water checks my ammonia,nitrates etc are all staying at zero and ph goes between 8.0 and 8.2 nothing has moved since day one. anyone got any ideas.
also thanks for the info on brown algae.

it has been 3 weeks with just filter and coral sand and a further 3 weeks with living rock and crabs
 
You have to put something," cocktail shrimp, ammonia, uncured live rock etc." in the tank for it to cycle. Right now you pretty much have a cube full of water . When you add something to start feeding your bacteria it should start going for you.

how much live rock do you have?

The crabs may not survive the cycling process.
