I did call Dell for help (I think only once) and it was almost impossible to understand this person due to a very heavy accent. Bad move on Dell's part..

Clear communication and understanding (and being capable) of doing the tech support job would probably eliminate a good deal of the irate customers, but that's not something large corporations like Dell think of so they end up with tech support no one can understand and probably lose more customers to it than they realize.

I hate talking to tech support because they almost never can solve the problem though I know some probably could but would be fired for it. I've heard that story enough times to know it's true.
