im looking for a small protien skimmer for a 5hex. id really perfer not to pay very much for it which is why im looking for one used. it will need to be a hang on tank.

I hear good things about the Rio nano skimmer, but only on very small tanks like yours. In such a small tank, micro-bubbles will be a problem, I would recommend water changes and a small corner filter with carbon.
