territorial Emperor Tetra?

I was wondering if anyone has experience with emperor tetras. I have 3 of them in a 33gal community tank and one of them is especially territorial to all the other species. Is this normal? Will the behaviour change?

The reason I'm asking is that the LFS i bought it from offered to take him back if it became a problem, but it is the nicest of the 3 and I don't necessarily want to get rid of him.

They are strong community fish and three is not a big-proper sized school hense the bully behaviour. With alot of schooling fish either have one or five plus.
 
I have nine emperor tetras in my 50 gallon, and they aren't particularly territorial. They often school with my dwarf neon rainbows in one giant pod, and the only time there's any chasing is during feeding time- the rainbows are adept at grabbing the biggest chunks of whatever I'm feeding and trying to gulp it all down. Otherwise, they leave the other fish alone.

If you have room, add a few more, and that should improve the situation.
