Tetras dying...please Help!!!

Hi everyone. I hope someone can help me figure out what the problem is.

Here is what I have in my fully planted tank (for ~3yrs) without any problems:
7 Penguin Tetras
7 Black Neon Tetras
6 Red Eye Tetras
1 Bala Shark

Last Monday I introduced 3 Florida Flag Fish and 8 Cardinal Tetras.
I know I should have a quarantine tank (which I use to have), but I didn't.

Here is the interesting part.
On Tuesday, 2 Penguin Tetras died (saw flag fish eatting them)
On Wednesday, 3 Penguin Tetras died (has not been eaten)
On Thursday, 2 Penguin Tetras died (flag fish ate one of them)
On Saturday, 1 Black Neon Died (also eaten)
On Sunday, 1 Black Neon Died (not eaten)

I'm expecting more to die in the next few days.

I thought maybe the flag fish is attacking them, but they are not. I have observed them for hours and even recorded my fish tank with my camcorder. I did not see any signs of aggression from them.

I think the fish died from a disease that was introduced from the new fish, then the flag fish ate them. I'm not sure though because I observed that some tetras were perfectly health and eatting then in 2 hrs they are dead! If the flag fish were attacking them why would 7 penguin die first then the black neons.

What I did notice with all the dead tetras is they have a red mark on all of their bellies. Is it possible that I introduced the Neon Tetras disease when I bought the Cardinal Tetras (since cardinals are immune to this disease)? what are the signs and symptoms. what can I do?

I believe all the cardinals are still alive, really hard to count.

CO2 injector for fully planted tank (A LOT of Plants!)

Everyone will ask, so I'll go first :) !! Can you post your amonia, nitrite, and nitrate? Can you think of any other changes besides adding the new fish? What size tank do you have? do you do gravel vacs?
 
You probably had an ammonia spike. You cannot introduce a huge amount of fish at once. Your bacteria colony takes a while to get going. You need to do massive water changes, 50% now and maybe twice a week for a couple of weeks. How big is your aquarium? Take readings of your nitrites and ammonia.
