So I finally found out why my nitrATES were so high, 20ppm. It had to do with my filter, live rock and maintenance.
First with the filter, normal washing of the sponge pads is not good enough, a bad habit from my FW days, you have to replace the sponges every month like they say. Trying to skimp on cost is not the answer here for it will only cost you hours of time wasted with water changes.
Second live rock, I need more with only around 10lbs in a 22g tank, it's not sufficient. I need to add around 15-20lbs more. Also by taking out the biomax that's inside the fluval, and adding the LR, I will be able to lower my nitrATES while keeping my biofilter going.
