Well you could say that or there's the fact that the US Mint uses less than 5 cents to make a quarter and with all the state quarters being sold for 25 cents and then being taken out of circulation by people collecting them they've earned more than 4.6 billion dollars.

Your absolutely right!! The Gov. took into consideration the fact that they "Knew" most coins would be taken out of circulation by collectors. Even novice and average folk started collecting when the quarterts first appeared.
