Theoretical Gallons or Actual

Goldfish need more than 15 gallons by themselves. With 15 gallons I believe that the barbs will pretty much fill up the top/middle. Try finding a smaller species of cory (2" max) to fill the bottom. Shrimp don't really count IMO, unless you have a pop. explosion.

as far as im concerned just the goldfish makes it overstocked(maybe not now but deffinately in the future as goldfish can get 12" and are extremely messy), but other than that i cant say.
 
wait, its not a koi, just a random goldfish from petsmart. Does it really put that much stress on the ecosystem?

yep. a goldfish is a goldfish. goldfish, namley comets can attain a length of over 16" long...fancys like ornandas and ryukin will get to arounf 8"-1ft.
 
wow, I would have never guessed they get that large. Seems like no book on aquariums even mention them. This puts a damper on my plans.

It seems kinda ironic that the goldfish is the standard fish pet. They are practically destined to outgrow their tank if they live that long.

The fantail goldfish that petsmart sells grow between 6-8" in a little over a year so yeah, I'd suggest having at least a 20G just for him (and thats being a bit cramped for it). They are really messy and don't do as well in tropical waters (which the other guys need) and so trying to get the temp and ph where both fish are happy is going to be difficult/impossible. Maybe get another 15/20 G so the goldfish can have his home?

Fantails, black moors, bubble eyes, etc get 6" or so and can live roughly 20 years if kept right.
Comet goldfish (the 12 and 26 cent ones) can get 12" in length and have a similar lifespan
 
as far as your filter question goes, go for a filter with around 50-75 gph.
130gph on a 10g would be like toilet flushing, and im shure whatever fish that can fit in a 15 or 10g usually cant handle that much current.

that depends on the type of filter, the actual loaded flow rating, position, output type, quite a bit, actually. so no, it won't just be like a toilet flushing.

uh so ok i didnt mean it would actually swirl like a toilet but no matter what there would be some strong current in the tank if it actually was 130gph. 130gph on a 10g tank is 2.17gpm, thats over 20% of the water turned over per minute in a 10g, so yeah thats an overkill if you achieved 130 loaded, thats like putting an xp3 on a 10g.
