might want to switch the plants out and the oscar in it. though with that heave bio load i would think about taking the pleco and and fishless cycle it.
Is there enough water surface agitation?
If you are bothered by the white film you can scoop it out or do what MG said. Usually, when I do water changes, I scoop out the surface first before doing gravel vac to prevent accumulation of any scum at the surface.
