it really just depends on what kind of setup you are intending to do. That particular one in the link will probably be fine in a 29g for most low light plants. For the cost, though, you could probably get a higher output light setup.
 
For what that costs,I would go ahead and get a dual T-5 fixture.I grow everything under one Giesemann Aquaflora T-5,and one Giesemann 10k T-5.These are on the pricey side.In other brands look for 10,000k,and 6500k.Thats what works for me.Good luck...
