Personally, I feel that, along with a well established tank, they most need a strong current in the tank to do well. I use a powerhead to do this. HOB filters do create a current, but it's hard to direct and it diffuses quickly.
If you do have a HOB filter, you may want to drop the water level a bit, or but a screen to block the filter output. I've found bamboo shrimp living in them before.
My tank is over a year. I use a sponge filter in there along with an air stone. It gets a nice current going. It's a 5 gallon but as soon as my 44 is up and running, I'll be taking the fish out of my 15 gallon, planting it densely and putting inverts in.
Right now the filter is about halfway down the tank and facing towards one end so the cherry shrimp have a respite from the current if they want. I'll probably do the same thing with the 15 gallon.
