How long ago did you put them in the tank? They spent a lot of time hiding in the first 5-7 days I had them in my 55g and I have a lot of plant.

After that - they have periods of high activity. The males will try to figure out who is the alpha - lots of chasing and the occasional "lip wrestling" where they will lock lips. Even with all of that, I can come in and find them all semi-nose down just relaxing.

You are seriously overstocked. the neons and the tigers are not a good mix. The neons will become lunch for the tigers. I also think you have too many tigers for that size tank and really they need a bigger tank to roam around in and chase each other. If they are still hiding, it could be a water quality issue. What are your water perimeters? Ammonia? Nitrite? Nitrate? What is your water change schedule like and how long has the tank been up and running?
