In Compact Fluorescent Bulbs(the spiral bulbs), the term "Daylight" can mean many things. If you purchased "Daylight" bulbs, it doesn't necessarily mean 6500k, it could also mean 5500k. This works fine for plants, just might not look as good as you'd like.
Additionally, if you just purchased "fluorescent bulbs" without checking the kelvin rating, this would be the source of your problem. You need bulbs in the "daylight" spectrum, 5500k to 6700k. 5500k works fine, just a little green for my tastes, 6700k has a little more blue to it.
you want these..make sure they say DAYLIGHT on the package;they come in a few different wattages. I just put 4 26w 6500 in the canopy I made for my 37g..
