True. It is illegal in the state of New York to give a dog a lit cigar. It is also illegal in NY for a woman to walk in the streets in high heels. (I don't know how the first one came about... but the 2nd one... some woman stepped down into the gutter to pass a mass of people on the sidewalk, as she was running late for work, (and you guessed it, she was wearing high heels) and she happened to step on a storm grate, breaking her ankle. She sued the state and won something like 10 million dollars)
