Are underwater filters good? A Fluval 2plus for a 20gal tank, to be precise.

I have a 4plus in my 60 gal tank (that is probably over kill). It removes a lot of junk out of the water, but alot depends on the inside filters you use. The foam filters are ok for removing the large stuff (such as food and poop), but they also sell other filters you can put in them. I only use the foam but I also have other filters in my tank.
 
I have a 3+ in my 20g L its a little bit but the water still covers it up... one problem is that the fish kind of get stuck behind it from time to time. I dont know if its just that threadfin rainbows are that dumb or if thats a common problem. but i deffinetly would go with the 3+ because you should always want to buy a filter that is MORE than enough to filter your tank. and when you do please buy it from bigalsonline.com because I only paid $21 for it on there and every store I checked out it was $45.
