treat the water with prime.. it will get rid of chlorine,, also breaks down chloramine if it is used. it also locks other harmful components.

what heavy metals are in your water?

others are correct a 30 is way too small for 4 angles and is only appropriate for a pair(breeding pair)

it does not take angles long to pair up usually at about 6-10 months old.

(depending on the angels.)

can you test the water in your tank..you need to find out whats going on in your tank.
 
I would suggest testing your tapwater to see exactly what you're dealing with. I'm setting up a tank designed for fish that love soft, acidic water, and my tap water is super hard and alkaline. What I've been doing is mixing distilled water with tap water (I've spent weeks trying to get the perfect ratio) to get the hardness and pH levels I'm looking for. Maybe something like that would help?

Be aware though that messing with tank parameters while there are fish in your tank is dangerous, and I have been doing all of my mixing with a cycling tank.
 
Going to get expensive though. 90% of "soft water" fish are absolutely fine in hard water, although breeding may be an issue. And within wide limits, pH doesn't matter.
