UV sterlizer

Im looking at buying a UV sterlizer from someone. It was on his 200 gallon tank for a year then spent the next year in his attic. I cant see a brand on it but the ballast says MCT. its 20" long. here is a pic. How much should i offer to buy it for?

will it hurt to plug it in and turn it on with out water going thru it?

you will have to replace the bulb,they loose 40% after one year.see how much a new bulb will cost.you could turn it on just for a few seconds,dont leave it on too long,
