If there is live rock in the setup, how do you vacuum under and around
the perimeter of the rocks ?

If there is 50 pounds of live rock and corals in a 29/30 gallon tank, it must be
hard to reach all the crevices.
 
With a sand substrate, there is no vaccuming, especially with an adequate clean up crew. Sometimes light dust will settle on rocks, and I usually just bloow that off with a baster. With crushed coral, it should be cleaned regularly, same as gravel. But, since the rock shoud go all the way through the substrate to the glass to be stable, there isn't any need to clean under it, and cracks and crevices can be cleaned out with a baster pretty easily. Of course, the biological cleaners are a better option--they can get into most places easily and do a good job.
