Is it going to be planted? There really isnt a need for that much light unless you are going planted.
You might want to post a thread under the “Aquatic Plants”. If you could include your tank size, lighting (and watts), type of fish, and what plants your looking at adding you will get some good advice.
As far as just having VHO on a fresh water tank, you will be fine if you keep the lights on for a short period of time. VHO lighting will cause alga to grow depending on WPG (Watts per gallon).
