I don't know much about breeding tubifex worms but I have read they might not be the best food to feed your fish. Some say they are responsible for a lot of instentin diseases. But there is a mailing list that has people who have a lot of knowledge about raising all kinds of live foods this is at http://fins.actwin.com/live-foods/ . Follow the directions and register and I am sure they can help you. I would go with white worms if I were you they are a terestial worm and thus doesn't have any pathogen diseases like tubifex do and they are much more easy to culture.

I remember reading an article about keeping tubifex or other coldwater foods for long periods of time. What they did was rigged a container for the worms in their toilet tank so that every time they flushed the toilet it also cycled the water in the container. I believe that Tubifex lives off excrement (that's pooh for the rest of you) so I don't think this would be the best choice.
