Do I have to add anything to the tank while I am building up my live rock,no corals or fish at the moment just 2 largish pices of live rock and 1 small pice of dead coral covered in green hair alge that came out of my 2ft tank.

You shouldn't have to add anything unless the levels are actually depleted. There shouldn't even be a calcium demand until you get any reasonable coralline algae growth (though there is always some alkalinity demand). Just have your LFS test it for free from time to time and see what it does. In your case, a water change should be sufficient.
