What about a stock and standard small electric submersable pump such as one you would use in a sump basket in a basement? Small units should only run around $100 or less and should last a lifetime.

Just a quick follow-up. I ended up purchasing a RIO 1400 submersible pump from www.kensfish.com
It worked even better than I expected. It came with a couple different fitting for hose connections. I chose to use the "standard" garden hose connector. It easily lifted the water from the "tub-on-a-dolly" and pumped approx. 20 gallons back into my tank in about 4 minutes. The rate of flow was great and best of all I didn't have to lift a bucket!!
