I change some water when I break down my Canister to do media changes on it once a month. Otherwise I just top her off. Never had any issues.

40% waterchanges every 3-4 days, so usually biweekly, keeps the nitrates below 20ppm. But my tank has a heavy bioload, hence the more frequent water changes.
It is nescessary that is right absolutely essential to take out(not just top off) 30-50% weekly.
I do 50% pwc weekly in my 55 gallon and 75 gallon and 25% pwc weekly in the 20 gallon.
I can vouch for the OTS. I did monthly pwc in the 20 gallon and the nitrate levels hit off the charts.
I didn't test back then though. If you're doing such little changes you might want to run out and buy a nitrate test kit, or at least bring a water sample to the LFS and ask for the ppm level ( don't let them say fine).
You'll see that your levels are higher than they need to be. If you care about your fish you'll do more pwcs after seeing what levels you're at.
