Water changes

Hi all, I was wondering how often you change your water? I have heard that weekly water changes are beneficial but I have also heard that water changes are only needed when there is an imbalance to the water chemistry. I ask because I am once again having a difficult sustaining an exceptable level of nitrates for my planted tank. I constantly am getting a reading of 0 -5 nitrates. I dose with dry ferts and have to dose my tank with what feels like a lot of ferts to acheive anything higher than a reading of 5. Would cutting back the water changes help develop more nitrates in the tank?
 
Weekly water changes are a must, i do 50% water changes on all of my tanks and twice weekly on my cichlid tank. Doing less water changes would increase your nitrates but would also increase the amount of hormones in your tank.
