Would it be ok if during my weekly water change i just drain 25 % water from thetank and replace it with new water? without wiping the tank and siphoning thebuttom of the tank? and duting monthly water change , thats when i will siphon and wipe the tank. will this still be beneficial ? also will this decrease nitrate levels?

What are the inhabitants of your tank and what is the tank size? I would do gravel vacs every two weeks minimum and if your talking about cleaning alge off the glass then that part is just optional and you can do it as much or as little as you want. If your truley concerned about nitrates then I would do weekly water changes of at least 50% and weekly gravel vaccum's.
