Water flow and Algae

I am wondering if water flow in the tank has any effect on algae growth? I have a 55G with two bubble bars and two HOB filters which all together create a pretty strong water movement. This tank has little to no visable algae.

Then I have a 210G with two air stones in the corners and 2 XP3 canisters. This tank constantly producing algae. The lighting is a bit more powerful on this tank. Other than that the feeding habbits are the same so I am wondering if the lack of water movement is part of the problem. This tank has no where near the movement as the 55G. Might a powerhead me necessary? Also what could I do to treat this? Are any of the chemicals or tabs I see at the LFS worthwhile in controlling algae?
 
Put in a few quick growing plants to outcompete the alge, set a few SAE's, snails, and cherry shrimp, that or black out the tank for a week.
