Water heater, pilot lights?

Hey so my basement flooded and the pilot light went out on the water heater. What am I doing wrong???? I turn it off, turn the dial down (temp) then turn it to pilot, lit a piece of paper pushed down the pilot button, it lit...I turned the temp dial back up, but I still have no hot water?????
