sounds like very good time to do water change

remove 25% max then add cold water after h20 treatment or Conditioning by slow siphon
 
unplugging the heater and then adding cooler water will shock the fish. there shouldn't be more than a + or - 5F change within a short while or it will stress your fish. if the heater is faulty, turn down the nob to slightly decrease temperature until you can find a replacement. if the temps are too high, add some airstones or anything that will create a disturbance at the surface so that there is more dissolved oxygen in the water, which decrease as water gets warmer. easiest way is to decrease water level so if you have a HOB or cannister, it will waterfall down.

If the heater is fautly the thermostat may not work at all an may be stuck on.
with the high specific heat of the water it will cool very slowly with the small temp differential
the house temp is 80 deg and the tank is at 85 with no heater it will be fine seeing the target temp is 79-80 deg. a slow siphon less than 1/4 inch tube will
be fine if you are worried and the fish look stressed add the h2o slowly starting and stopping the stream
