theres these great things called RCD's in australia. Residual Current Device. We had one put in a few years back because they are mandatory. My dog will tell you, you can chew any cord (doesnt need to have an earth) and you wont feel a thing. i also can tell you when i nocked my 3ft light into my fishtank while my arms were in it up to my elbows standing on concrete (you may laugh but masonary products conduct electricity) i didnt feel anything and the power just turned off.
