clove oil is commonly used in the fish world as an anesthetic/euthanizer. I'm not sure of the amount you need for your task, search 'clove oil' on the forums here, or check out the euthenasia article in the article section.
I got a wee little bottle of it, maybe 2oz. from Shoppers Drug Mart (canadian chain) for roughly $4, it was with mineral oil, or else look in the dental care area, its a common spot pain releiver, since it numbs the area.

I don't get it sponge. You ask the question and then seem to get annoyed when people want some details? As you yourself suggested, this IS and odd question and it's not likely putting the fish to sleep will offer any aid in treatment.
