small tank = not too many options.
neons need room to swim. goldfish get too big.
get some shrimp if you don't want a betta, or one of those lil frogs. not too much else can work in a small tank as most things need more swimming space and an environment that is more stable than you can get in a 4g
If you want an African Dwarf frog, you will have to get live or frozen (then thawed) bloodworms. They won't eat fish food from the surface, they will only eat what is directly in front of them.
