What do the experts suggest?

That said, a 10g isn't nearly big enough for the two goldfish (common goldfish can reach a foot in length) as it is. My best suggestion is to either get them a larger tank, or return them to the store and replace them with fish more suited to a small tank.
Whatever you do, I wouldn't add anything to the tank - it's already overstocked.

Their disability is a form of mutation. They cannot grow to be much bigger than an inch. They are doing well in spite of their disabilities. I don't have the heart to get rid of them. They will only end up being fed to another fish. I can't stand the thought of it. By the way, Blinky, you have been very helpful no matter what your status is. So far everything else is going great.

I've never heard of this mutation (doesn't mean it doesn't exist, goodness knows there's a lot more things to learn than what I already know), but if it's a new form of very small goldfish, that's very interesting! (I'm amazed at what interesting pets genetic mutations can create - have you heard of the new kind of housecat with very short legs, like a Dachsund dog? Bizarre...)
I guess if they're going to stay 1" long there might be room for something else in the tank. You'll want to look at cold water fish - it's not a good idea to mix goldfish and tropicals, since their requirements for temperature, foods, decor, etc. differ a great deal and neither will thrive if they're mixed.
You could try posting in the cold water forum, see what folks there think - I'm not well informed when it comes to cold water species, so I'll let them handle it
