Clown Loaches do grow slowly, but it's a long-tern committment, right? I've had mine about 18 months (or so, can't remember for sure) and they are around 7". I think you want at least a 48 inch tank. They really are active and do like to swim around.
Clown Loaches are very social, you should never have just one. They are very playful and much happier if you have several of them. Another reason for a bigger tank.
